UPDATE - I don't recommend always running as administrator per steps below, as it can disable some useful functionality of Outlook. I'm Running Office 365 Home (64-bit) on Windows 10. Reinstalling Office 365 and uninstalling "Microsoft Office Desktop Apps" did not work for me. This is a workaround, but I'm OK with it.
